From Spring
There is a lot of talk on AI and little running code, at present (Spring vrsion 0.64b1) there is no AI player, however there is a Random_enemies script - which can be used for some basic testing.
There is a backend that allows people to script a AI.

Zaphod has some code running, it is a full skirmish AI but it is unstable and is being re-written.
Alantai Firestar has a lot of theory on the topic at his site, and has working code in progress.
Triaxx had a topic about it 5 Matrix AI 1,2,3 and some stuff at AF's site.
